Neutral Host Open Access Model
- In the three-layer open access model, the first layer is the physical passive fibre layer, owned by a fibre owner/investor. This layer includes ducts, fibre optic cables and physical node facilities.
- The fibre owner signs a long-term agreement with the fibre operator enabling the fibre operator to monetise the fibre assets.
- In the second layer, the fibre operator finances, deploys and operates the active equipment, which includes switches, routers, servers, customer premises equipment, portals and all relevant software.
- The fibre operator contracts multiple service providers to sell subscriber services to subscribers connected to the network.
- In the third layer, subscribers sign agreements with their chosen service providers and receive their chosen subscriber services.
